Councillor Siân Gwenllian stands as Cyngor Gwynedd representative
Plaid Cymru’s Felinheli Branch has recently selected Councillor Siân Gwenllian to stand as the Plaid candidate at Gwynedd Council’s Local Election on 3 May 2012.
Siân has represented the village as Gwynedd Councillor since 2008 and during the past two years, she has led the Council’s Finance Portfolio.
Alun Ffred Jones, Plaid Cymru’s Arfon Assembly Member said: “I look forward to continuing to work with Siân for the benefit of Felinheli’s residents. She is experienced in working as part of a team on a local level on behalf of the community and has the ability to lead wisely within the county council. People like Siân will be instrumental within Gwynedd Council during this next difficult economic period. I wish her all the best in the local Election.”
Hywel Williams, Plaid Cymru’s Arfon Member of Parliament said: “Siân is a very able Councillor who has won the high regard of the people of Y Felinheli, and her commitment to the area is plain to see. As your Member of Parliament I have benefited greatly from Siân’s advice and knowledge on local and national matters. I am very glad to recommend her to you as Plaid Cymru’s candidate for Y Felinheli.”
Margaret Tuzuner, Felinheli’s Plaid Branch Chair said: "During the last four years, Siân has worked tremendously hard on behalf of our residents and community. She succeeded in gaining funds for a number of community projects. Some of these include upgrading the Neuadd Goffa, creating Felin Sgwrsio, dog foul and litter campaigns, creating a website for the village and upgrading Lôn Las and Cerrig yr Afon."
Siân Gwenllian said: "It has been a great honour to represent the area during the past four years. I would be delighted to be re-elected on 3 of May as I have so much more I want to achieve. I am keen to ensure more affordable homes for young people in the village and create a new car park. I would also like to see some renovations done to the Glan y Môr area. There are many projects and ideas in the pipeline to ensure that Felinheli continues to be a happy and safe environment to live and work.”
She concluded: “Thank you to everyone for their continued support during the past four years and I hope that the local residents will again support me by registering a vote for me in May!" Siân Gwenllian said.
Siân Gwenllian’s Election campaign will be launched with a Gwyl Ddewi Quiz on Sunday, 4 March at 7.30pmat the Fic, Felinheli.

1) Over £400 was raised by the Salsa evening for the Urdd.
2) Over £1,500 was raised for Eisteddfod yr Urdd 2012 and Cyfeillion yr Ysgol in the night held in
Yr Hen Lechan on Saturday in memory of Esyllt. Many thanks to everyone involved in organising the event.
3) At a Plaid Cymru branch meeting Sian Gwenllian was selected as candidate for the Gwynedd Council Elections in May.
Sian said : "So, my first four years as County Councillor draw to a close. It has been a privilege to represent the village and it would be great to be re-elcted on May 3. Many thanks to everyone for their support."

The document and land use has been discussed by the Community Council on three occasions and the MAP in Y Felin Sgwrsio shows the ideas that have been presented to Gwynedd Council. Individuals can also make representations before Feb 13. Details on how to do this are on the Gwynedd Council website.
Summary of paper presented by the County Councillor Sian Gwenllian on the LDP
Some Facts:
• 72% of the population speak Welsh (Census 2001).
• Holiday Homes: Around 12%
• House prices are high and young local people are finding it difficult to buy a home.
• Homes for local people: A Local Housing Survey in 2005 found that 84% of the population were in favour of affordable housing.
• New developments: There are 1130 houses in the ward ( May 2006). Within the present development boundaries, there is a large development afoot near the school as part of the Unitary Development Plan ( 52 houses) and another field by the Wern has been earmarked for development. (over 30 houses). 7 new houses have been built within the boundary recently. Another 7 large houses are being built. There are at least 45 planning permissions that have not yet been implemented. This makes a total of 141, which means the village could grow 10% BEFORE any new Development Plan. This is enough and proves the need for some sort of protected status.
• Housing needs: The need in Y Felinheli is affordable housing for young people, social housing, smaller social housing for older people. What we don’t need is for Felinheli to become a satellite village for people working in the nearby towns. The Community Council has noted three small sites where small estates for local people only could be built. These are within the village boundary. One is near the Wern and owned by Gwynedd Community Homes which would be suitable for housing for the elderly. There is another site on Ffordd Caernarfon which would be suitable as a row of affordable housing and there is another site at the bottom of Pen y Bryn, again for local need only.
• The natural environment: Y Felinheli is surrounded by the Menai, Y Faenol estate and agricultural land. The Menai has protected status. Protecting the natural beauty, special amenities and the valuable agricultural land is another argument for protecting the village. CONCLUSIONS
The new Plan should
1)protect the existing development boundary
2)protect the village from any housing development unless it satisfies local demand in sites that have been offered by the Community Council within the present boundary
3)include areas to be kept as open or leisure spaces or as employment zones as noted by the Community Council on the map

Councillors’ Report Jan 2012 HAPPY NEW YEAR TO YOU ALL 1)Letters requesting prices for a contract to landscape improvements on the green slope opposite Londis have been sent to two interested parties. We are eager to hear ideas and will be holding a meeting. Grant has been approved by Tidy Towns.
2)Sustainable Communities Application: Felin is one of 5 communities chosen to be part of an exciting project. Meetings are being held. I will email more details about this scheme.
3)Lon Las: Gwynedd Council is eager for the work to create a new piece of cycle track on the old railway track between Allt Dinas and Ffordd Caernarfon ( accessing the main road near the lay-by on Ffordd Caernarfon) in March 2012. The development will need planning permission and local people will be able to voice their opinions through the planning process.
4) The Urdd Committee has arranged two other events to raise the remaining £2,000.
5)Drws y Coed / Tan y Maes Housing scheme.This land is part of the Unitary Development Plan and would have to include 18 affordable houses out of 52 houses. The plan has not yet been submitted and there will be a chance for everyone to see the plans and make comments through the planning process.
6)Pistyll Footpath near Ffordd Brynffynnon : the work is in accordance to planning permission.
7)Salt chest at the top of Snowdon Street : The Council say the bin has been relocated on the street and will not be placing a new bin.
8)Kiosk at Aberpwll: its condition is deteriorating and BT accept responsibility for maintaining this as it is in a conservation area. We will continue to press for the work to be carried out.
9)Speed limit signs at Aberpwll. A request has been received to either move the 30MPH signs further out of the village or for 40MPH before the 30 signs and for traffic calming.
10)Lon Las near Yr Hen Orsaf (Penningtons): residents are concerned about lack of regulation on cars and cycles near the building. New road markings have been placed here.
11) Y Felinheli Local Development Plan: this is being discussed at Community Council meetings at the moment. I will email more details.
12)Recycling bins have been removed from Half Way at owner’s request. Community Council hopes they can be relocated to car park near the Dock.
13)School : I discussed community issues with Year 6 and will be returning there to develop an action plan.
14)I went to Ysgol Syr Hugh to discuss my work as councillor.
15)Congratulations to all involved in the various Christmas events and activities which were very successful.
16)Congrats to all those who won awards for best gardens last year. The winners will be on www.felinheli.org shortly.

Felinheli is one of 5 communities chosen for investment
Five of Gwynedd’s rural communities have been successful in receiving support through the Sustainable Communities project in order to develop community ventures which will ensure new opportunities and services for local people.
Twenty applications were received in total from communities across the county, as part of an open competitive process, the work on projects in Dyffryn Ogwen, Y Felinheli, Botwnnog, Penllyn and Dinas Mawddwy will start in early January 2012.
The Sustainable Communities is an exciting and innovative project which is financed through the Wales Rural Development Plan (2007-2013) and coordinated by Gwynedd Council on behalf of the Gwynedd Economic Partnership.
Gwynedd Watkin, Chairman of Gwynedd Economic Partnership’s Rural Development Sub Group, said:
“This is an innovative and new project for the partnership to coordinate, but the fact that so many have expressed an interest in the support available proves the need for this type of project. The hope is of course that this project will improve the economic health and quality of life in Gwynedd’s rural communities in a sustainable way.”
Sioned Morgan, Sustainable Communities Project officer added:
“These communities will receive in depth support for a period of two years, gaining also from practical and financial support firstly to assess the current situation in their area, community assets and to develop plans for community enterprises.
“The aim of the project will be to enable these communities to strengthen the long-term sustainability of their communities by increasing the ability of local people to remain living and working in the area by, for example sharing community assets, discovering new ways of providing services or developing employment opportunities.
“What’s really exciting about each project within the communities is that the foundation for their success originates from local people and their aspirations for the area – we hope these areas will also, in turn, inspire other communities in Gwynedd to follow their example.”
The various plans the five communities have a wide-ranging:
Y FELINHELI
Councillor Sian Gwenllian, who represents Y Felinheli on Gwynedd Council said: “This is an exiting time for the village, and we take pride in our success in ensuring the practical support offered through the project as well as the opportunity to apply for financial investment of around £100,000 which will enable us to realize our vision for the village.
“We are currently looking into the possibilities of developing a community transport project which will combine various elements including; service to transport local people to the local surgery and various clubs and societies within the village, delivering fresh local products to people of the village as well as ensuring that the vehicle will be run on green energy.”
DYFFRYN OGWEN
Morfudd Roberts, Llanllechid Community Council Clerk on behalf of Dyffryn Ogwen Partnership said: “We are extremely proud that we have been able to secure practical support for Dyffryn Ogwen through the Sustainable Communities project, as well as the chance to apply for funding of approximately £100,000 which will enable us to realize our dreams for the community’s future.
“In the first instance, the work will begin to look into the possibility of working with the police force and the Credit Union in order to ensure the presence of the police and bank back to Bethesda High street.”
BOTWNNOG
One idea that has risen in the Botwnnog area is the possibility of developing part of a building as a resource to trail, process and sell new products – building a new bespoke kitchen as a resource which will give local producers the opportunity to trial, develop and produce new products, also sharing good practice and expertise amongst other producers.
“We have a vision to see Llyn’s products being processed and sold in a central location in Pen Llyn, which in turn will expand to other markets,” said Meinir Jones, the area’s Communities First Coordinator.
“We believe that the practical and financial support available through the Sustainable Communities project will enable us to realize this vision, and we believe that this type of project could also act as a catalyst for the Llyn peninsula area in the field of processing food and local products.”
PENLLYN PARTNERSHIP
Penllyn Partnership is keen to work in collaboration with voluntary and counselling services such as Age Concern, Gwynedd Ni, Youth services, ambulance service and many more in order to ensure the availability of these services to the local community.
Alun Price, the Partnership’s chairman said: “The partnership was formed due to the increasing concern within the area that services are being provided from afar – or not at all – and therefore don’t meet the needs of the community. The partnership believes that services are best served locally where practically feasible, and our aim is to realize this in a number of different fields with as many organizations as possible.”
The project will support the partnership to identify a suitable building that will be able to provide a locality and centralize these organizations in the area.
DINAS MAWDDWY
Elwyn Jones, Chairman of Dinas Mawddwy’s Regeneration Group acknowledged that the next two years will be a very exciting time for Dinas Mawddwy, with Arfon Hughes the group’s chairman adding: “We take great pride in our success in securing the practical support available through this particular project as well as the opportunity to apply for financial investment of £100,000 which will enable us as a community to develop a community venture which will ensure a steady income for the future.”
Councillor John Pughe Roberts, who represents the area on Gwynedd Council noted: “We have an enthusiastic group who are eager to ensure the sustainability of our area, as well as many ideas. Being able to receive support through this project to prioritize and develop ideas which will be realistic and feasible to implement will most definitely increase the community capacity for the future.”

Please find attached a copy of a booklet and questionnaire that has been sent to City/ Town/ Community Councils, a number of local groups and individuals asking for their views.
Just before her death, a message was received from Esyllt Vaughan Jones saying that a third Shelterbox, bought with money raised in Y Felinheli had reached Colombia. Each box is numbered and they can be tracked. Another two have gone to Haiti and Japan following the disasters there.
